Death Spell Bad Juju

I am trying to get my level 75 spell, bad juju from the Always after my charms. I have done all the side quests in avalon and still have not gotten access to get this spell. I am a level 130 death wizard and need bad juju to finish Empyria

Any suggestions are welcomed.
