Part of the requirements for completing the Center of the Sun quest states "must complete Instance quest".

At the bottom of that page, it shows the "Instance quest" which is The Clamor and the Chaos. Details for that quest are here:

Did you complete all of the Instance quest (defeating Belloq)?

If you open your Log File in the game, you should be able to see the unfinished quests listed. Maybe you still need to complete the Instance quest?
