Help! Boss fight won't appear

when I try to fight Queen Calypso her boss form doesn't appear! She's stuck as an npc! I tried several times and it won't work! Help!

Did you turn the lever that is near the side of the ship that you entered on?

There is a lever on the ship you must pull to bring her back as a boss.
