Lvl 59 storm gear???

i have beaten celestia for some time now and have been farming and i got a lvl 59 not 60 but 59 clothes. whats up with that?

You our not mistaken there is a level 59 storm ring but that is the only 59 gear there is.

Why are they making everything 58 and 59. They should just make it 60.
