Answer: Because there aren't health wisps in The Commons. Base Camp is the Commons of Celestia. You'll auto-heal just like there, while able to capture mana wisps just like there.
The base camp is the commons of Celestia and health wisps don't appear in any of the world's commons, with the exception of Grizzleheim before they removed them.
