I can't find the treasure card recipe dealer in Celestia. Can anyone help please?

i'm going to assume you are looking to obtain the Treant Polymorph cards. these can be bought from the Archivist in the District of the Stars.

there is one right at the base camp, near the survey camp gate, his name is AVERY.

he carries treasure cards and reagent transmute cards.
