However The Reverie is the best area for it. Grab the dust, then change realms to one that's not heavily occupied and do it again. You can build up HUGE amounts of dust very, very fast this way. Recipe - Transmute Aethyr Ore. The one that sells this card is Loligo in the Aerial Shores - Nowhere Village. If you do this, you will build up a lot of dust. Each piece of Ore requires 15 Dust. So be prepared to gather a lot of dust to make the 25 pieces of ore that most quests call for.
