Three options:

1) The Bazaar

2) Someone trades them to you

3) Craft them yourself, you should be Life if you are making the Flamesoul Cloak. Go to Blossom the Life Tree and buy the recipe for the needed treasure cards.

You can sometimes find Nature's Wrath treasure cards at the bazaar. If you are a Life wizard you can craft these yourself, or have another life wizard craft them for you.

You can buy the recipe from the blossom the life tree, the regents for them aren't that bad to find either.
