Outrigger Paddles?

Other then waiting to get to Celestia. Is there any other way to get Outrigger Paddles or get the schema to craft them?

I need to get 2 of them for a Fishing Tank I am making. I have all the other items needed.

You could get in the bazaar, but the chances are very low there as it is a rare item to get.
