You can buy the simple vails from the reagents vender behind Wul'yum.

Simple vials have to be bought from a Reagent Vendor. Parchment can be gathered in the hallways of Krokotopia.

If you are not having luck finding parchment a long your way the Bazaar usually has a decent stock of it to purchase.

You can get them from Regant venders across the sprial :D
And that is the same for parachment. Sometimes you can find the parachment in the temples and pyrimaids and other places.
