Transmute Fish Fin Problems

Transmute Fish Fin requires 5 scales.
Transmute Scales requires 5 Fish Fin.
Yikes!! Is there anyway to change the Transmute Scales to another needed reagent, so i can get the Fish Fin that i need?

I think these recipes is for if you need one more, and you have 100 or so of the other, you can get it without running to the bazaar.

My question this, is this how this transmute were intended to be, or is this a mistake that has been overlooked?

Nope, scales make fins, fins make scales, - that's the way it was meant. Since these are drop only reagents like gears, ectoplasm, and spider silk, there is no "natural" substitute to transmute them from. I think the other three I mentioned run in a similar loop of transmutes too.
