does anyone know were to get the pavilion recipe if not then does anybody know if i win it in a quest or something??? much aprecitated

You can get this recipe from felicia in Marleybone. You will need to look under outside furniture items, recipe cost 775 gold

Really? She has it. I didn't check before i posted. I did purchase the recipe a long time ago. :) I put mine partially in the water at my ice house. It makes a nice looking dock for all my boats.
