I have had better luck during the no energy event. It seems chests are very rare in the school themed houses. I DID finally get some with drops as disappointing as a storm sconce, to epic drops like the Arcane Helpers pet and some unique, rare housing items like the market tent.
I suggest saving your energy and only fish during these special events if you're after chests.
