Just fish more . Its not very difficult to get chests or shining scales from the chests in Zafaria, Elephant Graveyard. I normally fish while I'm waiting for a pvp tournament to start, or if your not into pvp and more into questing, you could use team up for boss fights or dungeons you need help on and while you're waiting for another person you could fish. Nice wands are also sometimes dropped in those fishing chests too. Good luck!
Currently, Fishing Chests are the only source of these readily. They are available at Bazaar, but they are even rarer than reagents just as Fossil and Diamond.
