Some spells require you to do grizzleheim and wintertusk, also make sure you get the quests from the correct person. You can look up where to get the quests online.
how do I get the rest of the storm spells? I am a level 60 and I haven't because of the rest of my spells.

As noted above, not all storm spells will be administered by your professor, quite a few actually arise from completing optional worlds and quests.
