Can't get lvl 84 star spell.

Have you done the quest to gather all the star dust from all the people?

The quest Third Star on the Left. is the quest that must be completed in order for the Star School Trainer in Three Points to be unlocked.

It is given by Tezcat Threestar in The Zocalo, not Pacal.

However, in order for this quest to even be unlocked, in addition to being at least level 84, you'll have had to complete several earlier quests stemming from Zafaria and ending here.

The quests are:

Midnight Sun - Zafarian Side Quest that unlocks school trainer.

King of Fang and Claw - Aztecan Storyline Quest.

Across the Universe - Aztecan Side Quest.

So, check if you've satisfied the above requirements. If you have, then Pacal should have an errand for you.
