So during battles, PvP's and PvE's, I have seen that people are using high rank spells at lower levels, ex. Level 28 Ice using lord of winter, and it doesn't show up as a treasure card, does't happen all the time but often, it doesn't have a gold trim, it looks normal. Is this supposed to be like that?

As Lewski says, it may be from an item card on a piece of equipment.
