"Don't meet the requirements" for PRACTICE Derby?!

It seems that no one can create a PRACTICE Derby because we get an error message that we "can't join practice PvP for this league because you don't meet the requirements"

What league?

I was searching google for this exact problem. I can join the ranked with no problem (beyond that no one does it anymore but yeah, I'm not sure of a reason either but you're not alone!
