Dragonflies Bug

Anyone else experiencing issues with Dragonflies not preventing Rank 3 or less pests?

Although I have Dragonflies active on all my plants, it seems Rank 2 pests on Fickle Pickles continue to appear. Might be occuring with other plants/pests as well.

If the seed was planted after an anti=pest spell such as Dragonflies was cast on the area, it is not protected. Could that be the situation?
