Elemental and spirit blade spell quest

I didn't get the quest for elemental and spirit blade spell quest...i'm a lvl 48 balance wizard. Is it a bug or am I doing something wrong?

These are available to all so no reminder for us Balance wizard = just go visit Niles and get them, they should be free and available at the correct level. I collected the tri blades, traps and shields. All others must spend a training point to get them.
