Cattails spawn in the stream but one of them is spawning where there is a glitch in the landscape mapping and this winds up putting the cattail in the air, appearing to float over the land or the stream depending on where you're standing, instead of sticking up out of the water.
it is on the right side as you go over the bridge away from Tu Luk Kwo, or on the left side if you are going to Tu Luk Kwo from Mossback.
