If you go to the little island in Kishibe village and turn toward the waterfall and look up, you'll see cattails floating in the air.

As for your "Flying Cattails", lol. Those have been like that for a LOOOONG time. They were that way when I took my first wizard through Kishibe over 2 years ago.
