Halston Balestrom quest

Halston Balestrom sent me to talk to Walter Chaplin. ( has the grey question mark over his head). When I get to Walter there isn't an exclamation point over his head.

I'm also having the same problem with The Professor. on the level 75 quest.

What should I do?

I'm in the same situation. I don't know what to do with this quest. Maybe it's a malfunction.
