Okay I beat the waterworks after I got that quest and herman has a quest for me but every time I press X to get him to talk to me I turn toward him and nothing happens help :(
After completing Waterworks, Herman appears to have a quest, but in actuality does not. He does not have a follow up quest, so please ignore his gold question mark.
