How do I get Open Chat?

I recently turned 18, and I checked Parental Controls, but there's no option for Open Chat.Can someone explain how to get Open Chat?

You need to login to the master account and there must be a membership purchase made with a credit card (or a prepaid visa/mc gift card).

I know, but it doesn't give me the option. I logged in with the Master Password.
