I brought $60 dollars of crown 3 times and still i haven't got my Open text what am i supose to do because when ever they ask me some things in number i cant answer nor words like my name or my friends.
I don't believe buying crowns gets you open text. Check your settings and enable open chat. If you are under 13 you can't get open chat I believe. If you need help, I suggest contacting KI and they can look into it for you.

Oh that's right. You need to be a member I believe, not crowns. But either way, make sure you're 18.
Your account must be at least 18 years old to quality for Open Chat. It completely depends entirely on what age you put down when you first made your account.
If you put 15, for example, then you have to wait exactly 3 years from when you first made your account to be able to have Open Chat available in the settings. However, Open Chat will be grayed out then, so you have to make any purchase online to be able to enable it.
