Ice spell level 35

Hi everyone!
I just reached level 35 (Ice), and I got a message from Mr. Lincoln.
He said I need to go and see someone in Wizard City to get my newIce spell. He said this spell is not given by the teacher, and it has something to do with Grizzleheim. But now I cannot find who I need to talk to, and the spell quest is not in my quest list.
Please help if you know where I need to go to get that spell.

The same thing happened to me. When I tried to talk to him he told me to talk to ambrose when I was level 20.
