Since there are "two" oysters in the Jade Palace area, are you sure you are trying to get the right one? Maybe you already picked up this one, and it's the "other" one in that area that you need...
And just checking ... you cannot start Zeke's quests in a new world until you finish his quest in the previous world. Did you finish the Stray Cat quest in Marleybone?

You can get the quest, but were you able to start collecting the roses and the oysters? I thought that you couldn't start collecting until the previous world was done. If that's not right, sorry...my mistake.

According to Gama, you should finish the previous quest first:
She did complete the stray cat quest and have collected a couple of clams. She didn't realize there was two clams in Jade Temple.
I helped her with the quest and are still currently on the quest and you have to complete the previous Zeke quest to get the new world quests I tried to get the Zeke quests in Dragonspyre without finishing the clam quest and it was not available to me.
