ogden peak summon

Ogdent Peak in CL is summoning me, but there isn't anything exclaimation mark over his head. Is this a known bug?

Yeah. It's like the old Merle Ambrose bug. Ogden will call everyone a lot but will not need them. AFter done with his quests, ignore it.
