how come it wont let me learn the 58 myth pet quest? because i am almost level 78 and i want the basilisk hybrid pet please help me!

Have you finished Grizzlehiem and can enter Wintertusk to do the main quest line to the last area, turn in Northern Exposure and then go see your teacher for the pet quest?

Most likely because you don't meet the quest requirements.

1. Being level 58;

2. Completion of level 48 spell and pet quests from your professors
(Myth is the quest “Give a Dog a Bone” from Professor Cyrus Drake);

3. Completion of “Nordrilund Exposure”, which is given by Grandmother Raven in Hrundle Fjord.
