Problem with a quest

I'm doing a quest from the Storm Professor and it says talk to Walter Chaplin in Marleybone Royal Museum. But Walter won't talk to me. There's no exclamation mark or question mark above his head indicating a quest. Can someone fix this for me?

check in your spellbook for the warehouse quest in mb, if it's not there then idk
