Councilor Rasik Pridefall is spawning in Zamunda Outskirts. If you have more than two wizards in the jackal dungeon (not all using the sigil), two Rasik's will spawn after the jackal fight. These Rasik's have the same health, stats and spells like the version in the Black Palace except these do not drop the loot as that one.
This might be intentional, but if so; seems really out of place to have a NPC spawn as a regular enemy like that (especially before you even find out the nefarious plot line).
