Smogger Boss Bug

When I was trying to make the bridge to be accessible to Smogger, when I found the last plank,
I went to build the bridge, and it wasn't able to build it. (Yes, I skipped Dr. Von Katzenstein.)
So, I went through that whole wooden plank process 3 times, but no good.
What is the problem

I tried again, no good. I have did it 3 more times.
