Stormriven Hall gives low gold

So, I opened a wooden chest today (not a silver chest), because I couldn't find any silver chests, and when I opened it, it gave me 13 gold.
Is it a bug or not? I'm guessing that it gave me 13 gold because Stormriven Hall is a location that's connected to Stormriven and has a few quests. So, is the low gold on Stormriven Hall a bug or not? Tell me why the wooden chest gave me 13 gold. Thanks

That's way low for anywhere in Celestia! I would say it was glitch for sure.
