Team up credits should go by level not just by world
In addition to the bad bug with team up kiosk still not showing any team ups to lower level wizards, I'd like to point out a different issue. I just talked with a very sad level 63 wizard standing alone at Briskbreeze tower, who was asking for help but no one in that area is high enough level to help her and her request for team up did not get her any help. And yet the area by the kiosk is mobbed with people looking to team up. But because Briskbreeze tower is located in wizard city it would not count as a legendary level team up. Team ups should give credit for level-appropriate instances, no matter what world they happen to be located in.
