the door that wouldn't open

the first tower you have to go to in the sunken city's door will not open for me.please tell me what i should do

Assuming that you've gotten onto the sigil and entered Sunken City (not Nightside, where Marla Stinger is), you have to talk to Marla first, then go to the tower that the quest arrow directs you to.
