When you say he doesn't have them, do you mean he doesn't have the recipe? If he doesn't have the recipe it means you already know it. Go to your Housing Crafting Station to see it.
Check to see if on the game you are actally going to Koyate Ghostmane because I checked Wizard101 Central and it seems that Koyate Ghostmane is the right person to get the recipe from.
I just had a thought. He's the Zafaria crafter. Are you actually IN Zafaria yet? If you haven't made it to Zafaria through questing, you cannot talk to him in the market. You only see him in the common area. To get the quest from him you must complete the first quest in Zafaria that makes him move into the Market area.
for the quest drum a little drum you need to craft the spirit caller drums, koyate does not have them and now i don't know what to do
