Vest of Predominance-Why No Auction?

I was farming Big Ben last night when i got a Robe that's only trait it +180 Health. It is a Level 25+ Fire School only robe and does not have any special characteristics? Why is it no auction?

if i'm not mistaken, it's a robe with a unique design.
