Wand hit 95% accuracy.

Recently, I noticed that the fire wand hit Major inferno is down to 95%, unlike the other wand hits I've seen, which are still at 100%. Is that intended or a bug?

At the arcanum or level 110+, all the spells went down by 5%.

Correct. But from what I've seen only the fire wand hit has taken a -5% accuracy hit. The death one for example is 100%.
