Zafaria Training Point Quests

I can't seem to find my Zafaria training points from the Zebra in the crossings, everytime I visit he has no quests for me. I am a level 66.

This quest appears after you have completed certain parts of Zafaria, you probably are not to the area that activates the quest for you.
