Zaylin Reedwalker missing from Zocalo

Good morning, for the quest Decode the Codex, Zaylin Reedwalker is not in the Zocalo, even though my quest finder arrow leads me to where she should be located.

Please ignore this...apparently, I completed a side quest before completing the main quest that moved ZR to the Zocalo.
