How do you get to the second floating shop. I know the first one with the guy on top selling cards is once the two obelisks are all lit up. How do you get to the one across from it (to the right of Tomb of Storms)?

If you mean the one with the dude who sells ice manders and heckhounds, then you just keep doing quests and you'll eventually get there.
