It's in the Vault of Ice, behind the Keeper of the Fang. Yes, that does require you to clear the whole area. Find the Fang asks you to do the entire Vault of Ice, too, and Need Some Soul requires you to defeat three of the four bosses, so you might as well go get the obelisk while doing some other quest at the same time.
