Level doesn't really matter, well a little bit. To get to MS you have to complete MB then Ambrose will send you to MS. I would reccomend a level between maybe 30-33 to start off with. So if you haven't completed MB then do it. Once you finish MB and you are still "under leveled" I would do some side quests in MB or WS. Good luck!
