The winner has to be Ice, how do I know, I just had this 1V1 with my Ice and won.....lol. Ofcourse, Storm has better than a 50/50 chance if Wild Bolt hits, to open a doorway to winning.
When I see a Storm across from me (and I'm on my Ice Wizard), I hit as fast as I can (with as much boost), while putting up shields as fast as I can. I have to get them into a healing mode before they do too much damage. I also have to use Infection and the -25, as often as possible to win against Storm. If you don't hit them early and hard, you got no chance against Storm in my opionion, even if your an Ice. Another good example of just how balanced the schools are.... it all in the strategy, timing, deck setup, spell knowledge, and luck of the draw (plus a few other factors), imo.
