20-30 level gap too big for ranked matches

I've been watching 1v1 ranked matches today and I saw a level 1 up against a level 23! Then I saw a level 5 against a level 35! This needs to be fixed.....a 20-30 level gap is too much, I shouldn't have to explain why its unfair.....please fix this!
