Level 85. It's been a long time.
You need to farm bosses for the best PvP gear.
As I recall, at level 85 Crown packs don't offer much in the way of weapons, other than the occasional wand.
I think a Balance Wizard needs a really good pet. Balance Wizards need to be expert pet hatchers. A good defensive and healing pet can be sunsequently hatched to make any kind of pet.
