Cannot Find Reagent: Balance Medal

How do I get the balance medal reagent? I cannot see it from a reward anywhere and haven't seen a single one from pvp matches. Are they even obtainable?

From what I have been hearing from other players, balance medals are only attainable when you reach a certain rank. I think it might be marshal and up
