Puppets havent been fixed... Post ideas plz

Today I was doing 2v2 with my friend who was lvl 42 ice and I am a lvl 33 ice. We got paired up with a lvl 74 life and like a lvl 20 storm. Can you make it so only lvls 10 lvls apart can pvp together that would totally fix the puppet problem.
