If you're lower level and don't have a huge amount of crowns to spend, I recommend the Hoard of the Hydra Pack. There's good offensive gear and good gardening gear, plus good treasure cards and pets. It's a really good all-around choice. You'll get a little bit of everything.
But if you have more money to spend, buy some Wyvern's Hoard Packs so you can get the Greenwarden's Energetic gear. It's the best gardening gear there is. There's also a good chance you'll get some great gardening seeds while you're at it.
There are tons more items in the world of packs, but this is where I would recommend starting.

Like for a high level storm I would suggest buying the (currently unavailable as it is a seasonal pack) harrowing pack just for that high storm critical wand.
